Yes, you can appear for UPSEE exam as appearing in class 12th and passed students can apply for this exam, so, don't need to worry. You just need to score more than 50% marks in class 12th to being eligible for UPSEE exam.

One of the pre-requisites to appear for the UPSEE exams is that the candidate should have cleared their HSC examinations. If you have scored zero marks in maths in HSC, you may have to re-appear for the paper, and only when you have cleared Maths in HSC will you be able to appear for the UPSEE exams

The first and foremost criteria is that the candidate should be a permanent resident of the state of UP. So, you cannot apply for this exam.
