Top schools are NYU, UC, MIT, Harvard and there are many more. You need to ask yourself what is the right fit for you. A big university or small college. Your finance has to be kept in mind as all names mentioned are expensive institutions both in terms of education fee n living expenses. You may consider scholarship, for which along with an overall strong profile of yours a good GRE score is required. Thank you.

I would say that urban design is at a very nascent stage currently in India. Not much opportunities are available in India for core urban design projects. This field is very well defined and well developed in USA, Europe, Singapore, Hong Kong, etc. However, slowly people in India are realizing the importance of urban design. Large masterplans of new cities or even large townships aspire to have some elements of urban design to make themselves more meaningful and relevant. There are many reputed colleges in India that offer admission to Masters in Urban and Regional planning. The following colleges offer admission based on personal interview, entrance test and previous academic record:
1. School of Planning and Architecture, Delhi
2. School of Planning and Architecture, Bhopal
3. SPA, Vijayawada
4. CEPT University, Ahmedabad
5. UPES Dehradun
6. NEERMA University Gujarat
Colleges that offer admission based on GATE score:
1. IIT Kharagpur

School of Planning and Architecture in Bhopal, Delhi and Vijayawada offer Masters in Urban and Regional planning irrespective of States. Your admission is based on previous academic record, entrance examination, personal interview and GATE score. You can also opt for CEPT university, Indian institute of Remote Sensing Dehradun (M.Tech in Remote Sensing and GIS with specialisation in urban and regional planning).

While there are many jobs in this area and in many sectors from municipalities to telecommunications, USA is not a very easy option for Indian students now from a job specific point of view. You may earn your degree in USA to gain good job prospects globally. I will also advice you to check skilled occupation lists of countries you are interested to work in and find out the demand of urban planners and related professions.
