If you want to study in the best universities in USA, you need to pay a hefty amount as education is not cheap in USA. But there are some universities which provides education at a little cheaper fees which include:
University of Utah
University of Texas at Dallas
University at Buffalo
Texas A&M University
As a second option, you can consider about studying in Germany. It is the best place to study mechanical engineering without any tution fee. You will need to spend only around 15 lakhs. All the best.

Scholarships are mostly given on the merit-basis and are awarded by the universities. Outstanding academic performances, research work, relevant knowledge are desired. The required exam for a scholarship differ with universities, for the universities in UK, mostly an applicant must hold a relevant Bachelor's degree with interest in dental public health, community dentistry, health promotion, etc. Additionally, you must take the IELTS. The student visa of US is called F-1. Always read the information on the website of the U.S. Embassy about F-1 student Visa. You will find the procedure.
You can apply for the F-1 visa after you have been accepted by an American university. You are then required to submit proof of funds after which the university will issue the I-20, once you have received the I-20, you can apply for the F-1 visa.
