As per the VITMEE-2022 Information Brochure, The Maharashtra have three exam centers as Nagpur, Pune and Kolhapur. So you have to choose anyone as per your convenience.

They mentioned that all State toppers would get 100% scholarship at VIT. What does state topper mean? I am a student of Andhra Pradesh.

State topper means the top scorer of the state board examination. Suppose exam conducted for 1000 marks and the highest score is 990. Then student with 990 marks will be the topper. Due to the Covid-19 pandemic, VITMEE has been postponed for this year. Direct admission is given to GATE qualified candidates, while Non GATE candidates will be admitted based on academic records (up to pre final year performance). The syllabus of VITMEE for EEE is given below.

No, it's not possible for you to get CSE in VIT Vellore campus. As the cut-off rank would be around 500 for CSE branch.

There are less chances for you to get admission in category 1 with that rank. But surely you will get seat in category 2 or 3.
