Hi Ayesha,
Yes, you will get a seat in Andhra university for 100% sure. You should apply for this college at the time of counselling. In first round itself, you will be given a seat in ECE.

You can get a seat in Andhra university, if your rank is around 10000 in the entrance in general category. So after applying your reservation, you will easily get a seat in this university.
