There is separate admission procedure for students from states other than Tamil Nadu (Tamil Nadu). There will be an open advertisement in newspapers (may be not all over India) or you can constantly check the Anna University website where the admission notices start to display from March/April for the consequent year. You can apply online through the web portals once they are made available. Selection is mainly through single-window counselling system based on your High school (I. e. 12th or junior college according to your state) marks when studying under 10+2 system in India. They see your PCM mark aggregate (generally called Cut-off mark in Tamil Nadu) out of 100 with having
Physics- 25%
Chemistry- 25% &
Math- 50%
They are ranked based upon the cut-off marks and called for counselling mostly at JULY based upon their ranks mostly through intimation in Website (may be mail). Around150 seats reserved for other state Quota students distributed across CEG, MIT, ACT and SAP (they are collectively called as university departments). Based on merit and as per first come first serve basis they can choose their preferred course from the available at their time/slot of counselling. No, for getting Anna University, you have to be a domicile of Tamil Nadu or your parents. If you are not a domicile of Tamil Nadu, you must have done your +2 from Tamil Nadu. Tamil Nadu doesn't have any state entrance exam admission is given on the basis of +2 marks.

Anna University organizes an entrance exam for admission in master courses.
One must be a graduate in order to apply for M.Sc Program while for M.Phil. Program admissions, post graduates in the related field of interest may apply. You may refer to the complete eligibility criteria for more.

Even though your query is correct, in present circumstance it has become irrelevant. Till last year, admissions were based on entrance exam. Hence, cutoffs of previous years were some indicators for admission to current year. But from this year onwards, procedure has been changed. Admissions will be held on basis of marks obtained in 12th. So, cutoffs based on entrance exam have no value.

The admission into Anna University is based on your board exam marks only and there are no separate entrance exams for that. However, you need to enroll for a counseling process though which you can get a seat. For students from other states, there will be a separate admission portal.
