Tamil Nadu Common Entrance Test (TANCET) is a state level examination, conducted by Anna University for admissions to M.Tech/ M.Arch/ M.Plan/ ME/MBA and MCA, in different colleges in Tamil Nadu. The exam is usually conducted in the month of June every year. The Government of Tamil Nadu has authorized Anna University for conducting the exam on behalf of the Government. The online registration for TANCET commonly begins in between March and April. TANCET application forms are accepted in online mode only.

The percentage required for students from other state is same as the students from Tamil Nadu. But I could't find what is the exact percentage required. For MCA, 60% is the eligibility criteria but you can take admission directly in any of these colleges like SRM, VIT. After the counseling process, few seats are left. So, to fill those seats they take some of the students for that you have to book your slot earlier.
