Invariably all states have restricted admissions to engineering colleges in their states to domiciles of that state. You are from Odisha and hence I don't think that you are eligible.
But, can I ask a query? There are many colleges in Odisha and almost 35% seats were unfilled last year. What is the hesitation in seeking admission?

From this year onwards, admissions to engineering college seats in Tamil Nadu will be based on marks obtained in class 12th, and there will be no separate entrance exam. Hi. For management quota you should have applied with you MAT CMAT CAT scores. But for entering through government quota you need to appear for TANCET. After you appear for your june TANCET you have to go through the counseling process. All the best!
