VIPS is affiliated to IP and DTU is a university. Both are state universities. So there is not much difference. I will prefer DTU. But you can take into consideration factors like specializations, fees, nearness. Etc.

In my opinion, you should choose firstly NIT Jamshedpur then DTU Then BIT then another one for the CSE branch.
