I don't know much about NDIM but as it is a private college definitely DTU is better when it will come to show on a CV.

You'll get admission on the basis of your CRL Rank not on the SC rank. You'll get shortlisted on the basis of your CRL Rank.

My SC category rank is 33143 in JEE Mains 2020, can I get admission in any low level NIT's or DTU, NSUT.

You can get low-level NIT in the CSAB round (outside Delhi). But it's a hard call very few chances.

Yes, you can use it but you might want an additional affidavit signed by SDM as well, affidavit available in JAC Delhi 2020 brochure.
