Q: Does NIELIT Chandigarh offer better placements than The Delhi Institute of Computer Technology?
Q: Is NIELIT, Chandigarh as good as NIELIT, Delhi for DOEACC O Level course?
A:
Both are same. DOEACC (Department of Electronics and Accreditation of Computer Courses) is renamed to NIELIT (National Institute of Electronics and Information Technology). They have changed the syllabus of the Non-formal courses during the same period. I personally felt their approach and functionality improved after name change. They have added many new courses with the existing courses.

Delhi Institute of Computer Technology (DICT) works under the scheme of National Institute of Electronics and Information Technology that comes under the Government of India. Ministry of Electronics and Information Technology looks after it.
Both (NIELIT, Chandigarh and DICT) being functioning under the Government of India offers lucrative placements in the top companies across globe. Both have almost equal importance and recommendations among IT aspirants.
DICT as being based in Delhi, the national capital of India has some extra perks of exposure. The 'A' level qualifiers from NIELIT are eligible for working visas in Japan and will not be required to obtain visas for entry to Japan, as required otherwise.
