Yes, but it varies. Chandigarh University (CU) is famous for being very strict, almost like a school, if your attendance drops below 75%, you will be detained or fined heavily. SD College is also quite strict; you can get away with a little less, but be ready to pay hefty fines at the end of the semester. PU and DAV are generally more relaxed (chill), where you can often manage with lower attendance if you are on good terms with teachers, though rules are tightening up everywhere.
