Yes, Gauhati University is a government university which was established in 1948 and is approved by UGC (University Grants Commission) and AICTE (All India Council for Technical Education). The university is ranked 88 by NIRF (National Institutional Ranking Framework) 2023 under the University category. Since it is a government university, the fee for various courses is not high. Even if the students find the fee a little high, they can apply for the scholarships provided by the university. To get admission to this government university, candidates must have valid scores in entrance tests. If applying through CAT, candidates must prepare according to the CAT syllabus and CAT exam pattern. 

As a Higher Education institution, Cotton College has gone through several milestones from the initial phase of being under Calcutta University to the present when it is one of the full-fledged autonomous state universities of Assam. It is a Public State University established in 1901 by Sir Henry Stedman Cotton, the Chief Commissioner of the erstwhile British province of Assam.

It was established in 2017 by the provisions of an Act enacted by Assam Legislative Assembly to merge the Cotton College State University and Cotton College.

At their respective rates, Cotton University and NIELIT Guwahati are the best. Cotton University is a public state university, but the National Institute of Electronics and Information Technology (NIELIT), Guwahati is a self-governing scientific society that falls under the administrative purview of the Indian Government's Ministry of Electronics and Information Technology (MietY). Cotton University accepts applications based on the CUET, AHSEC, and CBSE 12th, whereas NIELIT Guwahati accepts applications based on class 12th, and in certain situations, a NIELIT entrance test. Applicants may select any of these two options based on their performance. 

BCA is the topmost course in both universities and the average fee for BCA at NIELIT Guwahati is 1.20 Lacs and at Cotton University, it is 1.33 Lakh. Likewise, there is a slight difference between the courses also. Both universities are best in providing excellence with better career pursuits. Therefore, opting for courses from either of the institutes depends on your personal preference.
