As you belong to SC category, you need to get below 7000 rank to get admission in government colleges for aeronautical engineering. With your rank, you can go for some private college which offer admission with around these rank or else you will have to go for management quota.

Normally speaking, states are quite conservative in giving admissions to students from other states. However, I would advise you to download brochure released by DTE of Maharashtra for eligibility and other aspects of lateral admission. Go through it and you will find the process for registering for lateral admission.
