Hello Aashirbad,
Invariably all states have restricted admissions to engineering colleges in their states to domiciles of that state. You are from Odisha and hence I don't think that you are eligible.
But, can I ask a query? There are many colleges in Odisha and almost 35% seats were unfilled last year. What is the hesitation in seeking admission?

You can only make the career in aeronautical engineering only by qualifying excellent marks in JEE Mains and advanced as well to get admission in top IITs and IIITs. Since only these institute offer B.Tech in aeronautical engineering. Few private institute also provide this course but they are of not so well maintained by faculty members for aeronautical or well-equipped for aeronautical. Also the cut off for aeronautical is also very high especially for a general category candidate. Wish you all the very best!

Yes, you can get lateral admission directly in second year after completion of diploma. However, please have a look at the webpage of DTE of tech education of Maharashtra about further details if any.
