As a rule of thumb, lateral admissions are given to Diploma holders directly in 2nd year of engineering. Normally, there is a table that gives qualifying branches of Diploma that are eligible for different branches of engineering. Unfortunately, every state has different rules. I would therefore suggest that you check it with webpage of DTE of Tech edu of your state for detailed information.

In India several technological universities including the IITs offer courses in aeronautical engineering both at undergraduate and post-graduate level. The basic eligibility criteria for BE / B.Tech programme is 10+2 Science (Physics, Chemistry and Maths) with a fairly high percentage of marks in the aggregate. One must pass the qualifying exam I. e. IIT-JEE for admission into Indian Institutes of Technology (IITs) or the SRMJEE to apply to the aerospace engineering programme they have. Yes, you can join CPL after doing aeronautics. First, you should join with SPL, then you can join CPL or PPL. After all, your choice is good, and also you will be physically fit for joining the pilot course.
