The eligibility for lateral admission is a tricky affair. DTE of tech education of every state that controls lateral admissions also issues eligibility for different courses. You will have to verify this.
But if I may ask, why aeronautical engineering? Electrical engineering has much more potential for jobs than aeronautical engineering.

hostel fees -60 k
This is the fees structure for the first three years. When you reach your final year your fees amount will be reduced to Rs 2.30 lakhs.

Your query is okay. But unfortunately, you will have to seek admission in only your state since other states do not allow students of other states to get admission. Of course, there will be NITs & IITs in your state where you can take admission.

Why aeronautical engineering? It's tough to get placement in this branch for core competencies jobs. IIT-Mumbai is the best. For NIT, unfortunately, intercomparison from independent agencies is not available and hence difficult to decide a top NIT.
