In education sector Ukraine is not so good as other European countries , Ukraine always suffer from some issues with Russia and their institutes are not so good as well . In india you can pursue your aeronautical engineering in reputed universities like IIT, PEC etc.
If somehow you want to pursue your graduation abroad then choose Australia, Canada, Germany , USA. These countries consists of some pioneer institutes like University of California, University of Toronto, etc.

The Aeronautical engineering in MIT is really good. We have amazing facilities. The professors are also very knowledgeable. We have properly maintained labs with latest technologies. We also have a flight simulator for students who wish to learn to fly. The placements are not so good and most students prefer to go for masters.

It is not necessary to do graduation in Aeronautical Engineering to become Commercial Pilot. Any student with PCM in +2 stage is eligible to become pilot by joining a flying club.
