For Masters in astrophysics, you need to have done Bachelor's in physics .Only with biology, you cannot apply. You can try post-graduation in other disciplines. All the best.

Yes, you can change your university. But first you take transfer certificate from the Mahatma Jyoti Rao Phoole University and submit to that University where you want to get admission. Good luck.
