There are various parameters to shortlist the universities in any country. It would depend a lot on your academic profile, IELTS/TOEFL scores. Moreover, both USA and canada university accepts 16 years of education. You can have a pathway programme in Canada and them apply for Masters course in radiology.

Yes, you can get admission in this course because the eligibility criteria is 10+2 or equivalent examination in any discipline having 55% marks in aggregate.

You will have to check the counselling process to know the current availability of seats. In general, around 5% of seats are reserved for management quota but that is just in general cases. You can do one thing, speak with the college admin dept. They can provide the exact information.
