Where do you want to apply? Since each university has its own criteria you will have to check your eligibility for each of them. You should have 60% aggregate marks to be safe. Also, you can apply for the food inspector course.

B.Sc in Food Technology branch is very distinct from agriculture in many ways. Agriculture officer eligibility usually requires Agriculture, Forestry or Agroforestry, etc. Food technology graduates are eligible for Food Safety Department, Quality Department, FCI, etc.

It would be fine if you can manage both studies at once. Your B.Sc should help you in your IAS preparations as well. Add details about your locality and course you pursuing to get better answers. But usually most people begin their preparations in the 1st year itself.

To get admission in B.Sc Anaesthesia Technology, here is the eligibility and admission procedure:

You haven't mentioned your educational qualification. To study in Germany, you need to have a good score to get a scholarship because studying there without any support requires a huge amount of money and as you've mentioned you want to join a football club that again a task which is not easy. I'm not discouraging you but my suggestion is that first, you try to get into the best club in India and then try further.
