GCE gives priority to JEE Advanced scores over JEE Main scores for admission to B.Tech programs. However, if the number of students who have qualified JEE Advanced is less than the number of seats available, GCE will consider JEE Main scores for admission.

No, completing the application process does not guarantee that a seat is reserved. Allocation of seats will depend on a number of people who have better JEE Main / SPEC or DASA scores compared to the applicant. Admission to BTech is conducted via multiple modes, which include JEE Main,  Direct Admissions for Students Abroad (DASA) and Special Chance of Admission (SPEC) channels.
