If you don't have work experience, you should go for MS management. There are universities accepting fresher for MBA, but not top ranked. You had backlogs, which are not preferred by Canadian officials, so if you don't have a strong profile or work experience, then chances are risky.
Your SOP and LOR will also be considered. You can check:
1. Vancouver Island University.
2. Royal Roads University.
3. Simon Fraser.
4. Lakehead.
5. Concordia University, etc.

Yes, IELTS with good marks in academics. The universities does not require any other tests. GMAT or GRE are usually for the top ones.
