Only you can answer this question as you know how willing you are to work hard. MS is not the easiest course, it requires a lot of hard work, sacrifices and knowledge to pass the course. So you decide for yourself how would cope with the high pressure curriculum in a highly competitive classroom. So whether you pass MS or not, you are the best judge.

That totally depends on you and your skills. If you are great at your studies and professional practice then no one can deny you a job you deserve. No one can guarantee you jobs or predict the outcome after you finish your course. So this question doesn't have any right answer to it. It will all depend on your situation and efforts.

Since you are from engineering background, it is recommended you choose a course relevant to electrical engineering. The visa officers are very particular about your choice of course and if they feel you have opted for a course not in sync with your educational background, they can reject your visa application.
The course structure of a PGD and a Masters is different so you should visit the college websites and see the syllabus structures yourself and decide which one seems best to you.
To tell the best university or college, please first mention which course are you interested in pursuing.
