There are diverse job opportunities available in front of Diploma in chemical engineering certificate holders. Government as well as private sector jobs are available in front of them.
Talking about government sector:
1. State or Central Government owned fertilizer manufacturing firms.
2. Chemical plants.
3. DRDO.
4. ONGC.
5. Government operated refineries.
6. Oil and food boards.
7. Agriculture boards.
8. Water boards.
9. Municipal corporations, etc. are known to hire chemical engineers.
When it comes to private sector, some of the prime recruiters are:

Your IELTS score is pretty less, as most of the Canadian Universities have an entry requirement of an overall IELTS score of 6.5 with no band less than 6. There are no issues with your percentage. I would suggest you to retake IELTS and try to score well. Chemical Engineering has a great scope in Canada.
