Yes, you can get admission in Computer Science and Engineering after completing Diploma in Mechanical Engineering no matter what branch you studied during Diploma. According to a post on Shiksha, Thapar Institute of Engineering and Technology Patiala is a better option for ECE. Placements in the college are great compared to other tier-2 colleges in India. The average salary package offered to ECE students is 6 LPA. Around 4-5 core companies visit the college for ECE students every year. However, IIIT Delhi is better for CSE. The cutoff for admission to NITs varies each year depending on various factors such as the number of applicants, the difficulty level of the exam, etc. However, based on previous years cutoffs, you may need a rank between 10000-15000 for admission to NIT CSE. As for the EWS category, there is no specific rank required for admission to NITs. However, candidates belonging to the EWS category are eligible for a 10% relaxation in the minimum qualifying marks. Firstly, for mostly all universities, you need to have 16 years of previous education to be eligible for a graduate program in USA (MS in US and PhD)
So qualification of 10+2+ four year degree program; 10+3 year diploma + 3 year degree; 10+2+ 3 year degree + 2 year masters are valid and eligible for US universities.
Other factors that matter are:
The GRE, TOEFL/IELTS scores
Class performance (your CGPA)
Reputation of your college
Number and quality of projects you did
Your publications and researches
Letter of Recommendations
Rank of Professors and their research activities

Extra-curricular activities
