No, it's impossible to do ME/M.Tech after B.Sc (IT)/B.Sc. The minimum EQ for ME/M.Tech is B.Tech. B.Tech with a GATE score or MCA or M.Sc (IT, CS, Electronics, Maths) and you have appear in their entrance exam for this purpose.

It can only be possible from the second year and college change or university change after first year is completely dependent on college and university norms. Some universities allow it and some won't plus you need to have good scores in first year to apply for the same. For further details, contact the college authorities.
