Yes, IGNOU is good for BA psychology as I have done my psychology from the same. I would suggest you to go for regular rather than correspondence.

The course BFA sculpture and painting is a full-time course. You can directly apply to the college and after the evaluation of the documents your admission will be done.

It is always better to join a full time course. If you don’t want to then you can start a part time job with a travel agency. You will definitely get knowledge from the course.
