Yes, you can change but it depends on your college that at what point of year it allows you to do so.

Every college is different and hence there admission criteria also varies. Please confirm the college name in which you want to enroll for detailed information. Most of the college accepts application online and you can get the information on their official website.

You can not do distance B.Tech as of now because of the Supreme Courts Order. However, you can do B.Tech equivalent course from AMIE. Keep in mind that doing AMIE will make you eligible to pursue M.Tech and apply for government jobs. Other then that it doesn't help much.
