Yes, you can join ISRO without JEE Exam because you need to first have a BE or B.Tech or equivalent qualifying degree. Well, there seems to be a slight miss-match with the general trend of ratio between OBC Rank 1338 to General Rank 48k but According to your data if the OBC Rank 1338 You can get top branches like CSE, ECE, EEE in top 7 NITs like VNIT, NITC, NITW, NITRKL, NITK or MNIT which is a very good thing! Whereas it might be slightly difficult to get CSE branch in NIT-Trichy as CSE branch in NIT-Trichy has the highest cutoff amongst all NITs but you can still aim for CSE Branch in any of these 7 NITs (except for NIT-Trichy). Now talking about IITs, you need to provide your JEE Advanced Rank as JEE Mains Score cannot give you admission to IITs.
