Hi,
IIT is at par with any reputed university abroad and highly regarded globally. If the foreign university in question belongs to the similar league like MIT, etc. you may then give the foreign university more preference. Otherwise, IIT is a better choice.

VIT University is an excellent option for doing engineering degree but it will take few more years to create brand image and reputation similar to legacy IITs and NITs. Even new IITs have brand image of an IIT.

IITs are excellent institutes for B.Tech Civil Engineering studies. IIT Roorkee is the top most Institute for doing Civil Engineering. It is the Mecca for all civil engineers in India. Most of IITians are in top government and PSU positions as Civil Engineers.

It's absolutely essential to have a dream. What's yours? Job? M Tech? PhD? Once you have dream, work towards it's achievement. But you should have plan B ready also. I feel you look for job and prepare for GATE also.

It can not be done. You will not be offered admission into IIT through lateral scheme. The reason being that Indian Institute of Technology does not offer lateral entry to Engineering aspirants. It is not possible in the IITs.
It is not just the lateral entry, you will not get any sort of admission for Engineering in the IIT. To be eligible for B.Tech from the IITs you need to appear for entrance exam called the IIT-JEE which is gonna be replaced by the ISEET next year.
In order to appear for these entrance exams you must have passed 12th with PCM as the subjects. Since diploma course is taken after the 10th standard, it is also not poss
