Devoting two full years for competitive exam preparation has its own merits and demerits. It is worth try option if you want to become an engineer from IIT only. If you succeed then you do not lose much but failure will lead to two productive years wastage / loss.

The Indian Institutes of Technology (IITs) are autonomous public institutes of higher education in the field of Science and technology. If you have completed your M.Tech CSE with more than 60% marks, you can directly apply to IITs for Ph.D in CSE. Selection is based on interview. The interview may be supplemented by a written test, if necessary. You can also apply for Ph.D after B.Tech CSE/ M.Sc CS if you have more than 60% marks and have valid GATE score.

Hello,
Yes, if you want to get admission in IIT's or IISC, then you don't have to appear in GATE exam. You can also get admission through IIT JAM entrance test. Candidates who want to pursue post-graduation or dual degree courses from IITs and IISC, they have to clear an entrance exam.
IIT JAM is to take admission in M.Sc/Ph.D and other post graduate exams.
By qualifying JAM test, candidates can apply for:
1. M. Sc (2 years).
2. Joint M.Sc - Ph.D.
3. M.Sc. - Ph.D dual degree.
4. M.Sc - M.Tech.
5. Post bachelor degree courses at different IITs.
6. Integrated Ph.D courses at IISC.

Yes there is very good scope of CS branch in government sector as today every sector needs It.

I am not discouraging you but I would suggest you to go for B.Sc and proceed ahead. If you accept my suggestion, then either go for B.Sc in Physics or B.Sc in Maths.
