Yes, you can. There are 3 attempts for JEE Mains and 2 for JEE Advanced in the consecutive years.
So you can give JEE Mains in 2018 and if you get any NIT, you need to discontinue from the current Institute.

None of any private colleges will give you scholarship for the whole B.Tech. It will give only for 1st year then after it depends on your performance. I think according to your JEE Mains and Advanced score, you can get admission in NITs.

If you are getting any college with which you are not satisfied then definitely took a break and prepare very well for next year, however, I will suggest you do not completely rely on the JEE Advanced only, look forward to other exams also.
