According to the previous year opening and closing ranks, your chances of getting an IIT are really low and for mechanical engineering you rank should be at least 5000-7000. So your chances are less. You can try it in the counselling.

If you belong to SC or ST then you have chances to get IITs but I'm not sure whether you can get the top IITs with this score even if you belong to SC or ST. If you belong to some other category then your chances to get the top IITs will be low.
Your AIR and category rank are the two important parameters that determine your admission. So wait till the results.

You can appear for JoSAA counselling as you would have cleared the exam but your chances of getting an IIT will be very low. Even if you get an IIT, you may not get the top ones and you will also have very low chances to get a good course.
But you can try in the counselling to get a good college and course.
