Yes, you can get some NIT which are situated near Uttar Pradesh which have low cutoff ranks including NIT Patna, NIT Allahabad and NIt Bhopal. You may be able to get branches like Civil Engineering, Mechanical Engineering and Electrical Engineering in NIT Patna or NIT Allahabad.

If you got rank in JEE Mains 650000 then, you can only gat admission in your home state colleges in the lower branches. You are not eligible for other states because your percentage in board exam is less than 75 percentage

If you got 98.8 percentile in JEE Mains exam then it is considered as most best score

This rank is not very good so, if you want to apply then, you can apply in some of the Private colleges. Also, some of the private colleges which comes under WBJEE is also quite good.
Also, you should check College predictor of the Shiksha as it can suggest you the best college.

Firstly, you need to understand how percentile is calculated it is calculated on the basis of no of Candidates in a specific shift & marks scored by them, the percentile describes about you performed better than how many students.
In your case, according to your percentile your JEE Mains score should be between 37 to 47 marks out of 300 which means you performed better than 70.111% students in your shift.
