Hello,
Yes, it mandatory to pass JEE and Advance to get admission in IIT. Not only pass, but you have to have a good rank to reach it.

First, submit the Mains form and then you have to qualify for JEE Advanced exam to get admission in an IIT.

It is not possible to predict the exact score to get into IIT, Delhi. However, the approximate number can be certainly said from previous years trend analysis. Secondly, expected rank and therefore marks also varies according to the branch you are looking for. For IIT Delhi, approximate ranks for various branches are listed as under:
1. CSE - Under 120
2. CE - Under 2190
3. EE - Under 330
4. ME - Under 780

No, it's not possible as computer Science is the top branch and demanding. So, the seats get full before. And it is possible people having lower ranks too in the spot round referring the same course. So, chances are less.
