It's difficult for you to get admission in that college. So, I would suggest you apply to that and then apply for some other colleges as the backup plan.

If you are a general category student then definitely no. However, there a little chance of getting admission in AIHM Chandigarh if you're an SC/ST/OBC category student. The cutoff is usually high for AIHM Chandigarh. So my answer is no.

With 40 percentile, it is not possible for you to get admission in any of the NITs. It is better to try in some private institutes in your preferred location.
