Hello Manjunath,
It's very nice that you have asked this query. You are not in the catagory of normal student but a diploma entry in second year as lateral admission. Right? Let me be frank. Practically speaking such transfers are feasible only and only if both colleges belong to the same management. However in your case it is not so and hence I would like to advise you that please forget about getting transfer and continue studying in the same college.

Eligibility Criteria for admission in B.Tech (Lateral Entry) is candidate must have completed Diploma in Engineering and Technology in relevant stream with minimum 45% marks (40% marks in case of candidates of Backward class categories and Persons with Disability belonging to Maharashtra State only) from an All India Council for Technical Education or Central or State Government approved Institution or its equivalent.

Hello Vikas, yes surely and definitely you can seek lateral admission after completion of your Diploma examination. Some States in India conduct CET while others give admission based on marks obtained in Diploma. You can find details on the webpage of DTE of your state.

Hello Rush,
There are plenty of colleges, in fact almost all the colleges offering this branch for regular course also offer lateral admission in this course. However, a word of caution. Lateral admissions are invariably restricted to the students of the home state only for government colleges or government aided colleges. Unaided colleges of course take students from all over India basis and also, deemed universities also take students from all India basis. So no need to worry.
