Lateral entry process is very different and difficult abroad, you have to contact the colleges first and see if you meet the admission requirements and credit point requirements. All these requirements are different from college to college. Most likely you have to start from a Bachelor's degree. Also, without completing a Bachelor's degree you cannot pursue PG Diploma.

There is no lateral entry system in MBA abroad. Basically, as of now, you are not eligible because you don't have work experience. All major MBA abroad programs require work experience unlike in India. You may check MS Management programs not requiring work experience but again entering into the 2nd year will depend on whether or not you have met the admission policies and credits of the desired university.

It's good to know your dreams of doing graduation in engineering. Every state has its own equivalence and it's published by concerned DTE of Tech Edu of the state. But I feel that what you are seeking is allowed. But please ensure that you score handsomely in your diploma exam.
