There's a percentage relaxation for reserved category students in DU for an MA Sanskrit program. Though it can vary depending on the college, the general relaxation given to categories is
OBC/CW/PwBD: 5%
SC/ST: 5%
It's better to check out the official website of DU for accurate and updated guidelines.

The eligibility requirements for the integrated BA + MA in Economics at the Central University of Tamil Nadu are almost similar to those for the BA (Hons) courses. Therefore, applicants are required to complete their Class 12 from any stream with decent scores and must have secured valid scores in CUET UG scores. Moreover, at the time of filling out the BA application form, candidates are required to select the integrated MA in Economics course.

Most universities offering MA in Astrology generally require a BA degree, but some may prefer Sanskrit or related subjects like philosophy. Since your BA is with Hindi as the second language, I advice you to check the specific eligibility criteria of the university you're applying to. That can help. I also recommend contacting their admissions office to be sure.
