NIT Andhrapradesh offers a maximumly similar number of seats for its M.Tech specialisation, except for two specialisations- M.Tech in Thermal Engineering and M.Tech in Computer Science and Data Analytics. For NIT Andhra Pradesh M.Tech admissions, candidates are required to qualify for the GATE entrance examination and further admission process. 

Yes, if candidates' BTech degree is awaited they are still eligible to apply for the M.Tech course at NIT Andhra Pradesh, in this case, the result of the qualifying degree is awaited, and provisional admission is permitted to a candidate. Hence, candidates can submit their relevant documents satisfying eligibility criteria later, but as per CCMT guidelines.
