First shortlist the universities offering the course. Then see the exam requirements - if they require GRE for MTech or not. Apart from GRE, you will be required to appear for either IELTS or TOEFL.
Here are the documents required for admission -
Attested copies of mark sheets of Standard X, XII, and the Bachelors degree (if applicable)
At least, two academic reference letters from professors who have taught you most recently
If you have work experience then two letters of recommendation from the employer/manager who knows you well and can comment on your professional abilities
Statement of Purpose (SOP)
Resume
Photocopied score reports of

Both MTech CSE and MBA IT are equally good. MTech CSE will help you to have a excellent technical career as Software Developer and above. MBA IT will prepare you for Pre-sales support, Account Management and Sales & Marketing jobs. If you have technically bent of mind, then you may opt for MTech CSE else MBA IT will be a better option.

Manipal University has good reputation in placement however the placement rate in master program from industry is slightly less even in IITs due to high paid salary. However in academic you will find good job even in the campus with satisfactory package.

IITs do not offer admission in M.Tech on the basis of percentage of B.Tech however they set a minimum percentage requirement for getting admission in M.Tech. I think it is 50% only with some 5% relaxation in SC/ST category. You may visit any IITs website for eligibility criteria.
