nope. you have to appear for GATE exam in order to pursue M tech from any government institute across the country. give gate and do your best.

The decision would be based on your interest areas and long term career plans. If you want to pursue a career in academics / technical / research areas then M.Sc. +Ph.D in pure Science is better. However if you want to peruse a career in a specific field of biotechnology the B.Tech+M.Tech is better.

Yes this is possible if you have an valid GATE score of Aerospace Engineering (AE). So you have to apply for GATE under Aerospace engineering (AE) paper.
