It is surely worth it. Also, yes GATE is compulsory and you have to get a good rank within 100 to get into a good IIT.

Yes, scholarship is available to GATE qualified candidates. In order to promote post graduate programs in India, GATE students are offered a Scholarship/ Assistance ship, where the students are paid Rs 11,800 per month by the MHRD so as to provide financial assistance to the candidates during their degree. So You have to fill the required registration form and submit your GATE scorecard in your respective colleges. Stipend comes directly from the Ministry of Human Resource Development. Everyone who appears for GATE and get into M.Tech through it's score in any college in India is eligible for stipend as per AICTE norms.

The course fee structure of M.Tech (RS&GIS) is given below:
1. Government. -Sponsored* candidates: University Registration fee only (currently, Rs. 20,000);
2. Self-financed (Indian) candidates: Rs. 1, 64,000 [Rs. 1, 44,000 towards IIRS fee + University Registration fee (currently, Rs. 20,000) ]
So from above the government. Sponsored candidates are exempted from tuition fee, while self-financed candidates will have to pay the fee as mentioned above.
