There is no problem if she did not pass the exams. Because these government exams can be given again. So, if she wishes, then she could take the help of different classes which guides properly and she can pass in the next try.

The decision would be based on your interest areas and long term career plans. If you want to pursue a career in academics / technical / research areas then M.Tech / MS would be a better option. However, if you want to move into general management / operations side, then MBA would be better.

M.Tech degree holders should be able to progress a little faster than fresh BE/B.Tech graduates, because the latter have a somewhat higher learning curve. Otherwise, as a researcher at one of the IITs, IISc, TIFR, or ISRO, or post-Ph.D as an academic professor/researcher, there is ample scope for M.Tech graduates.
