If your son studies 9th, 10th, 11th, and 12th outside India, he is mostly not eligible for the local quota in Andhra Pradesh.
For the local quota, the candidate must have studied a minimum of four years before qualifying exam (10+2) in Andhra Pradesh or Telangana.
So if he has studied all these years outside of India, he can only apply under the management quota or NRI quota, not the local quota.

To get enrolled in the MBBS course at St John's Medical College, a student needs to complete the eligibility requirements. Students should secure a minimum of 50% aggregate in the specific subjects: Physics, Chemistry, Biology/Biotechnology and English. Students should not only pass Class 12 in these subjects, but also secure a minimum aggregate of 50% and 40% for SC/ ST/ OBC. In continuation, students should be a minimum of 17 years of age on or before December 31 of the admission year. Additionally, the student should be an Indian citizen.

Candidates must have passed the HSC examination /equivalent examination with a minimum of 50% aggregate (40% aggregate for SC/ ST/ OBC) taking together Physics, Chemistry and Biology (or Botany & Zoology) and a pass in English. Aspirants have also secured not less than 50% marks (40% marks for SC/ ST/ OBC) in the entrance exam to apply for the MBBS course at Sri Ramachandra Institute of Higher Education and Research.

Students from India are expected to have completed 10+2 from a recognised Board and studied Physics, Chemistry and Biology. A majority of the countries required an overall minimum mark of 50-60 % in Physics, Chemistry and Biology.
Whether it is necessary to qualify NEET depends on whether a student wants to work in India after returning from the abroad programme. Students must also have valid passports, student visas and perhaps language proficiency tests like IELTS or TOEFL depending upon the country of study.
Some of the universities might have further requirements, such as, entrance exam, and personal interview, to assess the student

To apply for the MBBS course at Osmania Medical College, Candidates must have passed Class 10 and 12 with Physics, Mathematics, Biology/Biotechnology, and English to appear for the UG NEET. Initial admission into OMC Hyderabad is performed entirely based on UG NEET marks and cutoff. However, it also holds walk-in interviews for any seats that remain unallocated.

All those who qualify are eligible for MBBS in Baba Farid University of Health Sciences as long as they have a class 12 or an equivalent examination qualification with English and Physics, Chemistry, and Biology. This candidate has also secured aggregate marks not below 50% (relaxation applies for SC/ ST or other reserved categories). It is compulsory to clear the NEET UG exam/ KEAM, followed by a counselling process.

To be eligible for MBBS you must have passed class 12 with physics, chemistry, biology and english as core subjects. You need atleast 50% marks in PCB and must qualify NEET for admission.
