Hi,
You have not shared your academic details. However, the eligibility criteria for PhD varies for every institute. The basic requirement is a Masters degree or an equivalent degree in the relevant discipline.
However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two Research Publications for the PhD programs. Some also require work experience of a couple of years.
*Your PhD interviewer needs to be sure that you are academically capable and can rise to the challenge.

To get into IT industry, I may suggest you to pick M.C.A. Go for regular study if have studied Maths in class XII.
Without Maths, you can opt the following ways-
1. Pick Post Graduate Diploma in Computer Applications which will make you eligible for 2nd year M.C.A through lateral entry and simultaneously pursue DOEACC A Level.

I find it very strange to look for Ph.d. in Sanskrit from foreign university when it is the ancient language of India. To my best of knowledge, no foreign university offers full time/part time Ph.D. in Sanskrit. However their are 12 Universities in India which offer Ph.D. in Sanskrit.
