Yes, you can pursue B.Ed. Eligibility for admission in B.Ed programme is at least 50% marks (i.e. aggregate of total marks in all subjects offered by the candidate) either in the Bachelor's degree and/or in the Master's degree in Science/Social Science/Humanities/Commerce, or Bachelors in engineering or technology with specialization in science and mathematics with 55% marks, or any other qualification equivalent thereto.

For BEd it is necessary to complete graduation with secured 45%+ marks for ST SC and disable students and more than 50% marks for general students, so my suggestions for you is to first complete the graduation.

Almost all universities are conducting entrance exam for B.Ed. You can apply in RIE for B.Ed or central university for B.Ed. They are highly demanded as compare to state university B.Ed.

No, HNBGU does not have any reservation for government employees. However, the university has reservation for OBC/SC//ST students. You have to go through entrance examination and interview to take admission there.
