Hello Rahul,
Lateral entry is for diploma students not for engineering students. So, you cannot switch the university. However, I will suggest you to continue with the same college only, as college doesn't matter its you who make the difference

Getting a seat in IT is possible though can't be sure about CS. CS cutoff in DTU is quite high. The cutoff for IT is also high but finger crossed. You stand a chance. Good Luck.

My JEE percentile is 98.3295 and I am from Bihar. Will I be selected for CSE at DTU or NSIT?

With 98 percentile you may get a seat in DTU or NSIT but not sure about CSE branch. Usually the cutoff for CSE is too high in these colleges. You stand a chance though to get other branches. All the best.

Hey Kanishk,
As far as I think you can get CSE at either of them easily (just wait till the spot round).
Hope it helps! Thank You.

DTU has some quota for Delhi residents. So, if you are from Delhi, you may get seat. But, if you from other state it is very difficult to get seat with this marks. All the best.
