Yes, it offers lateral entry admissions to Diploma engineering students. But limited branches are there. Don't expect to get the same branch as you have in your Diploma engineering. Moreover, it also provides 4 year Evening B.Tech, a different program. Branches are Mechanical, Civil, Electrical, and Electronics only. I think you got your answer. If you can afford doing MS from some reputed university outside India then go for it. In context of M.Tech in India, the main job opportunity if you are looking in private sector then M.Tech degree doesn't help much unless you are from structural engineering background. M.Tech from other specializations have a brighter future prospect in the field of research work or in the field of teaching.

All the mentioned institutes occupy place in top colleges in India DTU and nsit would offer high chances to get placed with a good salary as they are located in capital city that offer proximity to HQ of various firms. IIT Ropar offer a brand IIT associated with it that would be helpful if you wish to go for higher education moreover ropar is now 8yrs old and do have a decent alumni base that is helping the institute with the high placement offer but not all companies visit ropar that are on list of DTU and NSIT. Between NSIT and DTU, DTU is a huge alumni base that would help you in future and ED cell also offer huge incentive for the young minds. But down the line 4 years Ropar would surely outstand NSIT and DTU since the central funds are directed more to IITs.

Since you are not from Delhi region, it is going to be tough competition for you, the minimum marks that you should score for getting the branch automotive engineering is around 160 in JEE Mains examination, if you want branch like CS, then you should score above 200 to be on the safe side now after getting your result you have to apply for the JAC counselling to get admitted.

DTU is a government college before 2009, it used to come under Delhi University but after 2009 it was converted into University and name was changed to Delhi Technological University and it is a government body. Yes any general category student can take admission in DTU on the basis of JEE Mains examination and JAC Delhi counselling.
